Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Section 2. Congress shall have power to enforce this article by appropriate legislation.

This was passed to bolster or backstop the Emancipation Proclamation. I am sure Congress would have no difficulty enacting a law that was Constitutional and met the spirit of what I suggested.

And before you compare it to the draft, the Constitution explicitly gives Congress the power to raise armies, and further to regulate them. Courts have repeatedly found the draft legal in the face of 13th Amendment challenges.
